He wants Non-Operative PB from the Seller first.  Why do we waste our time if he does not have cash?

I later noticed that he is promoting himself as "Seller of Used Rails."  You can google and find many postings on internet.

By the way, if there is any seller offering "Non-Operative PB" first, please tell us.

There is a big difference between Non-Operative and Operative L/C. If you provide Operative L/C, your fund will be locked. Non-Operative is nothing more than a pre-advise thud no locking.

If you ever oprned a L/C before, you should know this basics.

Anyway, for us, non-operative and operative LC is no different.

If you have confidence, send us 2% PB first.

We open LC many times but all seller doesn't supply.

Dear Albert:

Please read the SCO again.

If you know how L/C works, you have no question about it. 

You give the Seller NON-OPERATIVE L/C, then your L/C will be ACTIVATED by Sellers 2% PB.  Non-Operative is nothing more than a pre-advise and your fund will not be locked.  This is a security measure to protect both Sellers and Buyers.

If your bank cannot offer Non-Operative L/C, then we can take Operative-L/C of course.  If this is the case, L/C instruction will include this clause: If the Seller does not provide 2% PB within 7 banking days, L/C will be automatically cancelled.  This way, your fund will be released by your bank on the 8th day.  You do not need to wait for weeks until your bank releases the fund.  If you do not include this clause, your bank will usually lock the fund for a while.

Show us the money first.

2) This broker, Albert Hong, does not understand how the L/C works.  He wants Non-Operative PB first, and then L/C later....funny tactics.

Did you contact your bank and clarified regarding the L/C procedures?
It is the international standard to activate the Non-Operative L/C with 2% PB.  You can check with the ICC to see the recommended procedures.

Non operative L/C is only a non transmitted L/C specimen, ready in the swift system of the issuing bank. Some case, the seller says they will open the PB only after receiving the Non-operative version of the L/C from the buyer’s bank.  Non-Operative L/C is mere a bank message saying "Buyer has the fund so go ahead to issue the PB."
A performance bond is issued to make sure the seller or buyer will perform according to the contract. In case any of them do not perform the contract and then the bond will be useful to compensate another. Once the Performance guarantee confirmed the non operative version of the L/C become operational and transmitting to the beneficiary’s bank.
Some times this copy is sending to the beneficiary by the applicant as a proof of L/C establishment. The shipper will chase the bank with this information and wasting time. It is better to ensure, chase the bank with a transmitted swift copy for the original L/C.

Conclusion: 
Non-Operative PB first?  This broker is very funny.  Mr. Albert Hong needs higher education and lean how banking institution works.
