FAQ for UR & HMS

Here are FAQs from Buyers regarding the Used Rails and HMS 1/2.  For other inquiries other than Used Rails and HMS 1/2, please contact us.

[General Questions]

Q1: Can you send me some pictures with today's morning newspaper?
A1: No.  Pictures are often asked by brokers.  Pictures do not constitute nor mean anything.  Anyone can send fake pictures to anyone.  We prove product availability by POP via SWIFT (bank-to-bank).  Why bother doing extra work if you can pay AFTER discharging and inspection?

Q2: Can you send me your past B/Ls?
Q2: No.  If you have this question, you are saying "This is the first time for us"  or "We are a fake buyer." 

It is illegal to release B/L and there is a penalty of USD50,000 or 5 years in jail. 
Also, since there are too many bad brokers and fake sellers, we keep our trade secrets.  Do you want us to release your B/L to other people?


Q3: Can you offer AQSIQ cert to China?
A3: No.  

Q4: Can you send me your SGS report?
A4: No. There are too many bad brokers, fraud in fact, out there.  We will show you all the docs during your yard visit.

Q5: What is "DIASIB Inspection?"
A5: It is the name of Russian inspection agency.

Q6: Can I buy 100,000mt/mo?
A6: For the fist month, you can buy up to 60,000mt.  After successful first transaction, you can increase the quantity from second shipment.

Q7: Can we trade based on FOB instead of CIF?
A7: No.  We only do trading based on CIF, payable after discharging/inspection only.

Q8: Can I attend at the loading port?
A8: Yes, of course.  We will send you the invitation letter upon L/C.

Q9: What is AQSIQ Certificate?
A9: When you import waste materials to China such as Used Rails and HMS 1/2, you need AQSIQ Certificate.  We can provide AQSIQ Number.

Q10: Do I need AQSIQ?
A10: If you are importing into China, you "may" need depending on your spec.   To be safe, we will provide you the AQSIQ anyway.
  • Used Rails below 1.0meter > Yes, AQSIQ is necessary
  • Used Rails 1.0meter or longer > No, AQSIQ is not necessary
  • HMS 1/2 > Yes, AQSIQ is necessary 
Q11: Can I sign the Contract after my yard visit?
A11: No.  The yard is not a zoo.  We are busy cutting rails and exporting to many countries.  We will take care of new buyers after showing us money (L/C).

Q12: Can I visit the yard after signing the Contract, before issuing L/C?
A12: No, yard visit is welcome upon DLC.

Q13: Can you send me FCO from the Seller before sending you ICPO and NCNDA?
A13: No.  There are too many fake brokers/buyers who try to contact the Seller directly with too many questions.  It is our "trade secret" thus we cannot release without your NCNDA.  You can find all answers here in order to close the deal.  If you need further clarification, please contact us.

Q14: We are the factory (end-Buyer) thus no intermediary.  Do we still need to send you NCNDA/IMFPA?
A14: Yes, NCNDA/IMFPA is the mandatory for everyone.  We must receive ICPO, NCNDA/IMFPA, and Passport Copy.

Q15: Can I sign the Contract for longer than 12 months?
A15: No. "12 months" only.  You can renew/extend the Contract.

Q16: Is my price fixed for 12 months?
A16: Yes, of course.

Q17: Is there any financial risk? Any down payment, per-payment?
A17: None, no deposit or any sort whatsoever.  Our payment term is 100% L/C.  No deposit/advance payment whatsoever.  
Q18: Can you give me any discount?  I know big companies.
A18: We don't care the size of particular company; A buyer is a buyer.  Any supermarket sells a milk at the same price to all people.   If you don't like our price or T&C, please go other stores. 
Q19: Can you supply HMS1 (HMS1 only)?
A19: No.  We can only supply HMS 1/2 (80:20 ratio).  It is impossible to separate and gather HMS1 only.  Many parts are attached. 

Also, each country has different standard; if someone says this is HMS1 quality, another says it is HMS2.  In many countries, Used Rails are considered as HMS1.  We suggest Used Rails because chemical compositions are the same all the time. 


Q20: What is your overpricing policy?
A20: If you are a broker, you need to overprice by yourself as your profit.  Overpricing is 50%:50% split.  There is no limit how much you can add.

Q21: Can you deliver to my destination port?  Is it considered as ASWP?
A21: If your destination port is listed at the Port Arrivals and your port/country is in Peace, yes we can deliver.  At the website (www.portarrivals.com), you can click your country name and see if your port is listed or not.  

 
[Commissions]

Q1: I am an employee at the end-buyer.  Can you provide some kickbacks?
A1: No. We do not do any funny tricks.  We will not pay kickbacks to any employees/executives at the end-buyer.

Q2: There are multiple brokers.  Can you pay more commissions so that we can split?
A2: We don't pay any commissions so please overprice. 

Q3: How do I get paid my commissions?
A3: The Seller's bank will wire commissions at the same time of L/C settlement automatically.  Seller will not (can not) receive nor touch your commissions thus your commissions are safe. 

Q4: When do I get paid my commissions?
A4: Please also refer to the schedules below.  If the payment term is "at sight," you will be paid within 5 days from loading.  If the payment term is "payable after discharging and inspection," you will have to wait until the Buyer finishes such tasks.  



[L/C, POP, POF, PB Questions]

Q1: When do you send the POP?
A1: Non-Operative 2% PB and POP will be provided via SWIFT upon receiving Buyer's POF.   


Q2:  Is my bank "Top 50 World Bank?"
A3: Please see below website for the WORLD'S TOP 50 BANKS.  If your bank is not Top 25 bank, your l/C should be "Confirmed."

Q3: Can you accept CAD (Cash Against Docs) payment term?
A4: No.  What kind of payment guarantee do we have?  Nothing is wrong with L/C especially when you can pay AFTER discharging and inspection.  

We cut Used Rails according to the Buyer's requirement.  If Buyer-A wants Used Rails at 1.0m, we do so.  If we don't receive cash (T/T against docs)?  All Buyers want "Surrendered B/L" which means, it is free and clear.  Buyer will receive the shipment for free regardless of payment.  Can we resell to Buyer-B who wants 1.5m rails?  I don't think so.  



[Russian VISA Questions]


Q1: Do I need VISA to visit Russia?
A1: Yes.  We will send you Invitation Letter for Commercial purpose.

Q2: What kind of VISA do I need?
A2: There are Single/Double/Multiple Entry VISA.  It depends on how many time/s you will visit Russia.  If you will visit Russia only once, you apply for Single Entry.  Most of the time, "Double Entry with 90 days" is applied.
  • Single > 1 time, valid for 30 days
  • Double > 2 times, valid for 30 to 90 days
  • Multiple > more than 2 times, valid for 12 months 
Q3: What is the processing fee for the Russian Business VISA?
A3: It depends on your nationality.  Check with Russian Consulate in your country.

Q4: Is there any fee for the Seller to issue the Invitation Letter?
A4: None.  The Seller will send the Invitation Letter to the Consulate in your country via TELEX, without any charge/fee.  Once again, there is no advance payment, zero, nothing.

Q5 How long does it take to get VISA?
A5: Generally speaking, it will take 1 week until you get the VISA stamp.

1) Buyer sends VISA Application (information sheet) to Seller: 1 day
2) Seller sends Invitation Letter to Buyer: within 2 days
2) The Seller sends TELEX to your local Russian Consulate:  within 2 days
3) Buyer visits the Consulate and gets VISA:  1 day

Q6: What do I need to bring to the Consulate?
A6: Generally speaking, you need to bring in following items.  However, always inquire the full list of documents in the respective consulate.
1) Valid Passport (with more than 6 months remaining)
2) Passport Copy (front page only) x2
3) 3x4 inch Photos (matt finish) x3


Q7: Who can apply for the VISA? 
A7: The Buyer can take his/her representative, business partner, etc.  There is no limit on how many people can visit.


[Scheduling]

Q1: My destination port is Shanghai.  What is the timeline?
A1: If POD is Shanghai, POL will be Nakhodka.  Considering this, below is the general time-frame. 


1) After signing contract, Buyer applies LC:  0
2) Bank approves and issues LC to Seller Bank:          3 +3 days
3) Seller Bank receives LC via SWIFT:                    6 +3 days
4) Seller books, cutting, transporting to the loading port:                       10 +4 days
5) Shipping preparation, SGS inspection: 12 +2 days
6) Starts Cutting and arranging Invitation Letter:  22 +9-10 days for 30,000mt
    *Buyer goes to his/her Consulate and receives VISA.
7) SGS, Transporting, Loading, etc:  
31 +8-9 days for 30,000mt
    *Buyer goes to Yard, loading port (Nakhodka)
8) Vessel departure and sailing:                              40 +8-9 days
9) Used Rails arrives:                                        41 +1 days
10) Buyer's inspection: 48 +within 7 days
11) Finish: Seller's bank will negotiate LC settlement. 
     Commissions will be paid within 24hrs.
